Using a density-functional approach to describe the vortex-liquid phase in a layered superconductor, we calculate the equilibrium density distribution of pancake vortices at a planar surface that is perpendicular to the superconducting layers. It is shown that interactions with image vortices can be treated self-consistently as a functional of the vortex density. From the potential of mean force related to the vortex-density distribution, we obtain the height of the effective surface barrier that governs the dynamics of flux exit and entry near thermal equilibrium.
