We find that electromagnetic modes are localized at the interface between air and a photonic crystal. General arguments that surface modes must always exist for some termination of any surface of a photonic crystal are presented, and the importance of the surface band structure for semiconducting laser systems is discussed. © 1991 The American Physical Society URL:
