Stability of the homogeneous two-dimensional electron gas in strong magnetic fields at even-denominator fractional occupations is studied. An analytical method for calculation of energy gaps in clusters with an arbitrary number of particles is developed, and it is shown that small clusters (quantum lakes) have size-dependent energy gaps at any simple fractional filling factors.
